I think that the physics of bird flight (and insect flight) does not scale well with body size, so young birds are necessarily unable to fly until they grow to adult proportions. The duck at least has sense enough to nest in the paid part of the gardens, relatively out of the way. The goose was nesting at the edge of a pathway in the public part of the park.
